Office of Policy Development


Stephen Galebach (born 1952) grew up in Lancaster, Pennsylvania. Prior to his 1974 graduation from Yale University, he was president of the student body Republican club. He served as a platoon commander in the Marine Corps Reserves from 1974 to 1976, then entered Harvard Law School and earned a law degree. In 1981, he argued in a Human Life Review article that the 14th Amendment, which gives Congress authority to force the states not to deprive “any person” of life without due process of law, provided a constitutional basis for a federal law restricting abortion. The abortion bill that he drafted based on this reasoning was introduced in Congress in January 1981, but failed to pass. In the meantime, Galebach took a position as an attorney with the Washington, DC-based Christian Legal Society. He left the Christian Legal Society in 1982 to serve in the Reagan White House.
